Kevin Johnson still learning on Sacramento mayor job

Sacramento Bee:  Two years into his tenure as Sacramento mayor, Kevin Johnson is undergoing the first true refocusing of his young political career.

And in that re-education, the change that seems most significant to those who work beside him is how Johnson has begun to adapt and adjust his style to his surroundings.

"I need to be the strongest and most effective mayor in a weak mayor system this city has had," he said recently. "I don't want to get bogged down by the fact that strong mayor did not happen. I wish it had, I'm disappointed that it didn't, but at the end of the day I need to keep thinking big."

Johnson gives himself "a passing grade" so far, and says he intends to run again in two years to finish what he started.

"To do what I envisioned I could do as mayor, it's just going to take time, and four years just isn't enough time," he said.

As he regroups, Johnson says he'll concentrate on the handful of initiatives already under way and likely won't launch any major new ones over the next two years.

"I don't want to say we're playing small," he said. "We're just playing a little bit smarter, a little more conservatively, than I would like based on the situation we're in."
