Sacramento sheriff says he supports strong-mayor proposal

Sacramento Bee:  Sacramento County Sheriff John McGinness today expressed his support for Mayor Kevin Johnson's charter overhaul and strong-mayor proposal.
 
"Having observed city government for decades, I believe Sacramento has reached the point where it deserves leadership by an accountable, elected executive," McGinness said in a press release.
 
Under a draft of the plan, the mayor would submit the city budget, fire and appoint the city manager, assistant city managers and department heads, and have some veto authority over the City Council.
 
The council -- with its own president -- would have final approval over the budget and mayoral appointments to top city positions, as well as veto override authority. The proposal would also include an ethics commission and a "sunset vote" to allow voters to repeal or confirm the system eight to 10 years later.
