Unions balk at Johnson's strong-mayor plan

Sacramento Bee:  Sacramento Mayor Kevin Johnson is still short of persuading most of the city's influential labor unions to get on board with his retooled charter overhaul and strong-mayor proposal.

Johnson met with more than 50 union leaders last week at the headquarters of the Sacramento Central Labor Council. Over the course of 90 minutes, the mayor outlined his plan and fielded questions in what people in attendance described as a thoughtful exchange between parties that haven't always agreed.

R.E. Graswich, the mayor's special assistant, said "obviously it would have been nice had (the labor leaders) voted unanimously in support of placing (the proposal) on the ballot in November." But he noted the final say lies with Johnson's council colleagues.

"There is absolutely no reason to believe at this point the mayor's colleagues on the council will do anything to deny the citizens the right to vote in November," Graswich said. "The mayor believes he is making progress toward that goal."
