The federal government has done its job, stepping up on behalf of Sacramento to save the jobs of police officers.
Thirty-five officers slated to be laid off were saved Tuesday by the Department of Justice Office of Community Policing Services. The officers were funded through a grant that required matching funds from the city. Since we didn't have the available budget, the federal organization approved a grant exemption for our city, which allowed us to avoid these layoffs. Bernard Melekian of the Department of Justice approved the exemption. For that action, our community is grateful.
But the grant exemption doesn't solve all of our problems.
Dozens of police officers and civilian employees -- including 45 sworn officers -- are still threatened by layoffs.
The reason is a structural $39 million budget deficit that requires deep cuts to public safety and other city services. These latest cuts come after four years of cuts totaling about $200 million.
There are solutions. By working together, I believe our city can maintain current levels of police protection despite the incredibly difficult fiscal climate. In order to do so, there are three things we must keep top of mind:
First, is our commitment to fiscal responsibility. The structural imbalance that keeps our city in persistent deficits must be addressed. We simply cannot sustain the current spending levels of the city and must maintain a balanced budget.
Second, it's time for pension reform. One of the biggest financial burdens city governments face is unfunded pension liabilities. Until we address this issue, we are not going to be able to solve our long-term fiscal issues.
And last, we have to prioritize maintaining the current level of sworn officers in the city. I believe that the most fundamental responsibility of government is to ensure the safety and security of our citizens. We simply cannot risk greater levels of crime and violence in Sacramento.
I strongly believe that my Council colleagues and I will find a solution that meets these objectives --if we work in concert with our police union, SPOA. SPOA has been a true partner to the city for many years. For example, the police were the first to come to the table with the city in 2009 and gave more concessions than any other public employee union.
I believe SPOA will once again lead the way for other unions and set the stage for meaningful fiscal reform if they are treated as an important partner in a respectful and fair manner. The men and women putting their lives on the line every day for us deserve nothing less.
