Time for Change

 Today I took the second step to giving Sacramento a more accountable and transparent government -- a bold move designed to make city government work for you (earlier this week I fulfilled another campaign promise to have an independent review of the city budget). I made the announcement at "Leadership Sacramento" at the snazzy new Citizen Hotel on Chavez Plaza -- and there couldn't have been a more appropriate venue to launch this effort.

Founded in 1985, Leadership Sacramento develops community and civic leaders through a year-long interactive program. During monthly meetings and an overnight retreat (as well as numerous site visits), participants get a behind-the-scenes understanding of important issues that impact the region's economy and quality of life. Its participants include the best and the brightest emerging leaders the city has, representing a diversified group of business, nonprofit and government representatives. They're in this program because they care about our city and its future. They will be on the front lines of joining me in making Sacramento a city that works for everyone.

My proposal received a warm reception at the meeting, largely because these leaders know what accountability is all about. They understand that strong leadership means taking risks -- and then being responsible for them. They understand that Sacramento needs to catch up with the rest of our state's major cities, and have a government that is nimble and efficient instead of bureaucratic and unresponsive.

I am prepared to begin the dialogue I had with this group today all around our city. At the earliest, voters will be asked to approve my proposal in June, and it may well not be until November. Either way, everyone in Sacramento will have the opportunity to weigh in, and offer their insights. That includes the City Council, which will also gain from the proposal.

I look forward to this discussion over the next few months as Sacramento continue to sees the change I promised to bring to City Hall.
